July 10, 2024

The Centers for Medicare and Medicaid Services (CMS) released its 2024 Hospital Outpatient Prospective Payment System (HOPPS) proposed rule July 10. The American College of Radiology® (ACR®) prepared a radiology-specific preliminary summary of the proposed rule, which proposes to increase the conversion factor from calendar year 2024 by 2.6% to $89.379 for 2025.

In addition to payment provisions, the rule includes a proposal to cover screening CT colonography (CTC) for colorectal cancer for Medicare beneficiaries. The ACR has long advocated for Medicare coverage of screening CTC and applauds the proposal.

CMS in its press release says this year’s proposed rule includes proposals that align with several key goals of the Biden administration, including addressing health disparities, expanding access to behavioral healthcare, improving transparency in the health system, and promoting safe, effective, and patient-centered care. The agency also created a 2025 HOPPS PR fact sheet. The final rule will be issued in early November.

The College continues to review this proposed rule and will provide a detailed summary in the coming days. If you have questions, contact Kimberly Greck, ACR Senior Economic Policy Analyst.
