American College of Radiology® (ACR®) Executive Vice President of Government Relations, Economics and Health Policy Cynthia R. Moran will retire effective Jan. 2.

Moran has led the ACR government relations and economic health policy initiatives for more than 20 years, spearheading the College’s advocacy efforts and shaping policies that affect patients and their access to quality healthcare, radiologist physicians and radiology practices.

“ACR member volunteers, staff and I have worked together for two decades to enable the College to advance legislation and regulations that promote useful technologies, payment structures, quality assurance and clinical and economic research that can help radiologists, radiation oncologists and medical physicists achieve better, more accessible patient care,” said Moran. “I am proud to have worked with talented, visionary leaders and of all that we have accomplished together on behalf of our members and those they serve.”

Moran’s expertise and guidance led directly to legislative and regulatory victories such as:

  • CMS coverage of low-dose CT lung cancer and CT colonography colorectal cancer screening – expanding cancer screening options for millions of American seniors – including those in underserved populations and areas.
  • Protecting Access to Medicare Act mandating use of physician-developed appropriate use criteria when ordering advanced imaging – to help ensure patients get the right scan for their condition and avoid unwarranted exams.
  • Medicare Improvement for Providers and Patients Act requiring accreditation of non-hospital advanced imaging facilities – to help ensure patient safety and quality and consistency of medical imaging care.
  • An 80% reduction to the miscalculated Medicare multiple procedure payment reduction to the professional component payment for rendering physicians.

She led federal and state regulatory and legislative efforts during the COVID-19 pandemic to help members and their practices survive the pandemic’s economic impact and resume care following 2020 spring-summer shutdown of non-urgent care, including lung and breast cancer screening.

Moran received the 2025 William T. Thorwarth Jr, MD, Award that recognizes those who demonstrate outstanding contributions to the field of radiologic health policy and economics.

Smetherman, MD, MPH, MBA, FACR. “Cindy’s commitment to the College and its members has had a lasting impact on the profession and ACR.”

Current ACR VP of Government Relations Joshua Cooper will succeed Moran as EVP of Government Relations, Economics and Health Policy. Cooper has served in the ACR government relations department for nearly 30 years.
