The Medicare Payment Advisory Commission (MedPAC) released its June 2026 Report to the Congress: Medicare and the Health Care Delivery System June 15. MedPAC is a nonpartisan congressional advisory commission.

MedPAC’s annual June report: reviews Medicare payment updates; delivery system changes; and key program issues, including payment incentives, enrollment challenges, improper payments, Medicare Advantage impacts on providers, hospice access and ambulance data collection reforms.

The report covers three payment approaches across Medicare: fee-for-service (FFS), alternative payment models (APMs), and Medicare Advantage (MA). FFS can encourage more care, APMs show mixed results, and MA plans manage care but receive higher payments than FFS. The commission stresses that improving all three approaches is critical to ensuring sustainable, high quality care as enrollment and service use grow. MedPAC intends to continue this work in future reports to Congress.
