ACR Statement on Lower Health Care Costs Act

Due to the legislation's proposed federal solution to the issue of surprise billing, the American College of Radiology, representing 38,000 physicians and medical physicists, opposes Title One of S. 1895, the Lower Health Care Costs Act.

Title One relies on insurer-dictated federal payment rate setting instead of incentivizing good faith negotiations between providers and insurers via an independent dispute resolution (IDR) process.

The College believes that a viable solution to the issue of surprise billing must strike a careful balance; allowing physicians and insurers to negotiate a final payment through an IDR process, while completely protecting patients from unanticipated medical bills.

We look forward to reviewing other approaches and working with the House of Representatives to support legislation that achieves this goal.
