The American College of Radiology (ACR) has issued a detailed summary of the Calendar Year (CY) 2019 Hospital Outpatient Prospective Payment System (HOPPS) Final Rule. The summary highlights key points covered in continuing discussions with the Centers for Medicare & Medicaid Services (CMS) about the rule released November 2.
The ACR’s summary notes CMS failed to revoke the CT and MR cost center policy as requested by the College in its September 24, 2018, comment letter on the HOPPS proposed rule. CMS will maintain CY 2019 as a transition year for the CT and MR cost center policy, with full implementation slated for CY 2020.
CMS did not propose any changes to the Ambulatory Payment Classification (APC) structure for imaging codes and will maintain the seven payment categories for CY 2019. The agency finalized a 1.35 percentage point increase of the conversion factor, bringing the conversion factor up to $79.490. Finalized changes in the HOPPS rules are effective January 1, 2019.
