Please contact your Member of Congress today and ask them to cosponsor the bipartisan Protecting People from Surprise Medical Bills Act (HR 3502) introduced by Representatives Raul Ruiz, M.D. (D-CA) and Phil Roe (R-TN) and 30 of their colleagues.
The Ruiz-Roe bill closely mirrors the surprise billing law successfully implemented in New York State and incentivizes good faith negotiations between providers and insurers via an independent dispute resolution (IDR) process when insurers and providers cannot agree on the cost of care.
The legislation represents the most comprehensive and equitable resolution for the surprise billing issue to date as well as the only proven solution.
Given the recent approval in the Senate Health, Education, Labor and Pensions (HELP) Committee of S. 1895, the Lower Health Care Costs Act of 2019, which benchmarks the out of network rate for physicians at the median in network rate without including any arbitration provision, it is imperative that ACR members contact their House members in order to gain overwhelming support for the Ruiz-Roe bill.
