The Centers for Medicare & Medicaid Services (CMS) announced a new online data submission system earlier this month (January 2018) for clinicians to submit data for the Merit-based Incentive Payment System (MIPS). This is a useful data submission tool for MIPS-eligible clinicians who are not already reporting MIPS data using Claims reporting, a Qualified Registry or a Qualified Clinical Data Registry (QCDR).
Eligible clinicians who are not reporting through Claims or a Registry may now begin to report data for the 2017 Quality Payment Program year. Physicians or practice managers may sign in using the Quality Payment Program Portal (previously known as the CMS Enterprise Portal) using the same credentials used for the Physician Quality Reporting System (PQRS). This platform allows users to upload data files and view measure scoring using current benchmarks in real time. Clinicians may submit as many measures as they wish, but only the six highest scoring measures will be counted towards the final score.
The 2017 submission period will end on March 31, 2018, and clinicians will be able to see their final score and payment adjustment around late summer 2018. Please note that the CMS Data Submission system will not reflect certain reweighted performance categories — for example, when a non-patient facing clinician is exempted from the Advancing Care Information category — but the final score will take this exemption status into account.
Although physicians who are submitting MIPS measures using a Qualified Registry or a QCDR will not need to submit data using the new CMS Data Submission System, registry participants will be able to log in to the system and view their MIPS performance data once those registries begin submitting MIPS data on their behalf. If physicians are using the ACR National Radiology Data Registry QCDR to submit their MIPS data for 2017, the American College of Radiology will begin submitting their registry data around March 2018.
For clinicians who have been submitting MIPS data using Claims reporting, their data will not currently be visible in the CMS Data Submission system.
