Scope of Practice Bill Fails in Massachusetts

The Massachusetts legislative session ended with the House and Senate unable to reconcile HB 4617 and SB 2211 in conference, effectively rendering both scope of practice bills dead at the July 31 close of session.

The Senate bill proposed expanding the scope of practice for advanced practice nurses to include ordering and interpreting tests and ordering and evaluating treatments. Nurse practitioners would have been also accorded the authority to order tests without supervision.

On a smaller scope level, the House version of the bill proposed establishing a process for reviewing and evaluating scope of practice proposals by the Massachusetts Center for Health Information and Analysis.

It is unlikely that the bills will be discussed during informal sessions, which will last until December 31, 2018.
