Record Group 2 Detail - ACR Commissions and Committees


This record group contains files produced by the various commissions, committees and task forces organized by the College. The names and functions of the commissions have regularly changed to reflect the needs of both the College and the profession. Therefore, many of the names reflect either the latest or the most recognized title. Many of these commissions are no longer active or have had their responsibilities subsumed by other commissions. The current list of commissions does not reflect all the commissions organized throughout the history of the College. The bulk of the files range in dates from the 1940s to the 1980s.

    Subgroup 2.1: Commission (Committee) on Administrative Affairs
    This subgroup includes files from the commission responsible for the general administration of the College. The commission dealt with such topics as changes to the Constitution and By-laws and changes in dues. The subgroup includes meeting files, and reports (1968 to 1980).

    Subgroup 2.2: Commission on Constitution and By-laws
    The Commission on Constitution and By-laws dealt generally with the amendment to the College's Constitution and By-laws. It was responsible for drafting and recommending the changes. The files from this commission came from the files of Mac Cahal. The subgroup contains correspondence, subject files, amendments, constitution drafts, by-laws drafts, reports, and articles of incorporation. The files range in date from 1924 to 1959, with the bulk from the 1940s and 1950s.

    Subgroup 2.3: Commission on Credentials
    The commission's duties center around the requirements for membership and fellowship within the College. The commission reviewed the credentials of the nominees and offered recommendations regarding their eligibility for nomination. These files came from William Stronach and include correspondence and nominees files. Dates range from 1941 to 1957.

    Subgroup 2.4: Commission on Education
    The Commission on Education concentrated it duties around the post-graduate education of radiologists and those professionals assigned to instruct radiology students. The commission continuously sponsors conferences and courses to keep radiologists up-to-date on the latest advancements.

      Subdivision 2.4.1: General Administration
      This subdivision includes files produced from the activities of the Commission on Education, including correspondence, subject files, reports, meeting files, articles, lists, and publications. The files range in date from 1933 to the 1990s; the bulk of the files are from the 1930s, 1940s and 1950s.

      Subdivision 2.4.2: Conference/Course Files
      This subdivision includes files from the conferences and courses sponsored and organized by the Commission on Education. The Conference of Teachers of Clinical Radiology is the largest collection of files in this subdivision, ranging from 1936 to 1969. Other series include files recording post-war graduate training (1945), post-graduate courses (1946 to 1948), and colon cancer conference (1989).

    Subgroup 2.5: Commission on Government Relations
    Duties of the Commission on Government Relations center on the association of the College with the federal legislative and regulatory developments important to the practice of radiology. The majority of the subgroup includes files relating to the commission's publication Hotline. The files include subject files, Hotline, RAP's reports, budgets, and special bulletins/memoranda. The commission's director, Otha Linton, originally collected the files, ranging in date from 1980 to 1996.

    Subgroup 2.6: Commission on Hospital Standards
    As the name implies, the Commission on Hospital Standards' mission was to create standards for the practice of radiology in hospitals. The files document the financial and logistic difficulties of integrating a radiology unit in a hospital. The files include correspondence, subject files, special bulletins, reports, manuals, meeting files, articles and publicaitons. The files range in date from 1938 to 1962, with the bulk from the 1950s.

    Subgroup 2.7: Commission on Public Health
    The focus of the Commission on Public Health was the health of the population with respect to the problems diagnosable and treatable through radiology. The subgroup includes correspondence and publications, but the majority of the files focus around two committees within the commission, the Committee on Cancer, and the Committee on Diseases of the Chest. Files in this subgroup span from the 1930s to the 1960s, with the majority from the 1940s to 1950s.

    Subgroup 2.8: Commission on Radiation Therapy
    The duties of the Commission on Radiation Therapy were varied and connected many aspects of the other commissions of the College. Radiation therapy has been a long-standing subspecialty of radiology and the commission's files reflect some of the more recent activities and advancements of the field. The commission's chairman, Dr. Juan del Regato, originally collected the files.

    The files are subdivided into the commission's divisions and the series in each subdivision are identified by either the chairman's files or the committee's files. The files in this subgroup range in date from 1972 to 1975.

    Subgroup 2.9: Commission on Radiologic Practice
    The duties of the Commission on Radiologic Practice were to assist doctors in the management of a radiology practice. The commission produced guides and pamphlets and sponsored a practice accreditation program. The subgroup includes a subject file on the accreditation program (1986), miscellaneous meeting files from the different committees within the commission (1985 to 1987), results of a survey of income and expenses (1965), some brochures and booklets produced by the commission (ca. Late 1980s).

    Subgroup 2.10: Commission on Radiologic Units, Standards, and Protection
    This commission, known commonly as CRUSP, was vital to the standardization of both the practice of radiology by professionals and the equipment used by those professionals. An example of the early interests of CRUSP was its campaign to eliminate fluoroscopy machines from shoe stores in the 1940s and early 1950s.

      Subdivision 2.10.1: Chairman's Files
      These files, mainly from Dr. Eugene Pendergrass include correspondence, subject files, meeting files, reports, statements, handbooks, articles/clippings, publications, and charts. The files range in date from 1931 to 1985; the bulk of the files date from the late 1940s to the late 1950s.

      Subdivision 2.10.2: Committees' Files
      These are files from three of the committees within CRUSP. They are the Committee on Drugs and New Devices (1951), the Committee for the Study of Radiologic Effects in Childhood (1951), and the Committee on Standards and Safety (1940 to 1945).

    Subgroup 2.11: Commission on Technicians Affairs
    Two of the major activities of the Commission (formerly a committee) on Technicians Affairs during the late 1950s and 1960s were to conduct survey inspections of x-ray technology schools and to sponsor, in conjunction with the American Society of X-ray Technicians, the Institute for X-ray Technicians. The files in this subgroup document both the survey and the institute. Also included in the subgroup are reports (1959) and a series of files on legislation on technician licensure (1960).

    Subgroup 2.12: Commission on Technologist Affairs
    The Commission on Technologist Affairs dealt mainly with the requirements for the licensure and training of radiologic technologists. The commission conducted technology schools surveys, and made recommendations for policy decisions regarding the requirements for training. The files in this subgroup include meeting files and reports related to these areas. The files span from 1964 to 1970, with the bulk from 1968.

    Subgroup 2.13: Committee on College Planning
    The task of the Committee on College Planning was to prepare the College for the future. The Committee determined the present and future goals and objectives of the College and planned strategies to best fulfill those goals. The files from this subgroup include meeting files from 1977 to 1979, defining the committee's objectives, reports of their activities and recommendations (1977 and 1978), and an article discussing administration (1976).

    Subgroup 2.14: Committee to Consider Chiropractic
    In the late 1970s, a series of lawsuits files by practicing chiropractors and their representative organizations created a major stir in the medical field. Plaintiffs in the suits included the American Medical Association and the American College of Radiology. The chiropractors claimed that they were not receiving equal treatment within the medical community.

    The Committee to Consider Chiropractic was established at this time to determine the College's position and to represent the College on this issue. Files produced and collected by this committee include correspondence, reports, meeting files and clippings/articles. Dates range from 1971 to 1979, with the majority from 1977 to 1979.

    Subgroup 2.15: Inter-Society Committee
    The Inter-Society Committee was originally made up of the four major radiological organizations in the United States, The American Roentgen Ray Society, the Radiological Society of North America, the American Radium Society, and the American College of Radiology. The committee was founded in 1937 to "provide a national headquarters for all American radiology" (from ISCR first Annual Report). Material in this subgroup include correspondence, subject files, bulletins, reports, and meeting files. Dates range from 1937 to 1991; the bulk is from 1937 to 1950.

    Subgroup 2.16: Miscellaneous Commissions, Committees and Task Forces
    As mentioned previously, names and functions of the commissions, committees and task forces have regularly changed to reflect the needs of both the College and the profession. For many of the groups, a very limited number of files currently remain. The subgroup contains files from those groups currently having a limited number of files in the collection.
